NEW TOWN, ND - Recently, a 4 Bears Segment resident was abducted from her home by an ex-boyfriend. Her young son called his grandmother in a panic, explaining that a man had broken into their home and taken his mom. The grandmother immediately contacted the 4 Bears Segment Security Office. Within moments, security staff reviewed security camera footage, identified the suspect’s vehicle and license plate, and reported its location and direction to the State Emergency Network.
Thanks to the surveillance system in place and the rapid response, the suspect was stopped before he could leave Highway 23.
The security system the 4 Bears Segment relies upon is part of a vision for a safer community, led by Councilman Robert White. Two years ago, Robert happened to run into RTC Networks Technology Solutions Manager Eric Jaeger while waiting for a flight. In conversation, Robert shared his vision of a safer, more secure 4 Bears Segment. A Partnership with Results
When I met with Robert for this spotlight, he shared several other stories, such as the one first highlighted in this article, that concluded with similar endings: crimes stopped in their tracks.
RTC Networks’ has certain unique capabilities when it comes to camera security systems. For example, because we own our fiberoptic network we can think outside the box in ways traditional surveillance companies cannot. When 4 Bears Segment first partnered with us, they already had a handful of cameras installed that were from another vendor. Rather than scrapping the old system and starting from scratch, our Technology Solutions team integrated those cameras into the new RTC Networks system which includes our commercial-grade Samsung cameras. This integration between the old system and our new one saved time and money, while also expanding capabilities.
RTC Networks’ surveillance platform is fully scalable and expandable allowing for setups which use a single camera and others which use hundreds. In 4 Bears Segment, the surveillance system runs license plate readers at the guard shack by combining specialized cameras, analytical software, and precise camera placement.

They also showed me how remote access via a mobile app helps Robert and others monitor the system from anywhere. Their collaboration with RTC Networks has provided for a safer segment and has also stopped thieves in their tracks. Shoplifters at the local convenience store are now routinely stopped before they leave the business. In the first month after installing the RTC Networks system, the team says that it prevented nearly $4,000 in theft.

As of today, the 4 Bears Segment has 122 cameras in place, complementing the strong presence of their security officers. Collaborations with law enforcement and drug enforcement agencies further strengthen their ability to address illegal activity. “This makes us safer,” Robert says. “It makes the store safer, the park safer, the community safer.”

Looking Ahead

One major upcoming project is the Judy Brugh Center, set to open in fall 2026, which will feature enhanced security measures to ensure a safe and welcoming space for the community.
